ODEQ Bi-Weekly Letter DEQ INFORMATION UPDATE #39
(7/9/98) During the past several weeks the following activities have occurred at the facility: 1. At the September 10, 1998 public meeting, several people asked about the disposal of the remaining four roll-offs containing waste from the March 25, 1997 fire. By reviewing the feed rates allowed by the Air Quality Division, as described in the current draft permit the DEQ and Greenway arrived at a rate of processing the remaining waste through the dryer. Greenway is allowed to process the waste through the dryer at that rate and must absolutely have it off site by December 31, 1998. 2. On October 26, 1998 a fire occurred in an end-dump trailer at the facility. DEQ continues to investigate the fire to determine if the incident involved any violations of rules, the permit or Court Order. In the meantime, the facility has changed the way it determines how to handle debris that may involve incompatible waste. On November 20, 1998 the DEQ transmitted a letter containing additional requirements to make that process safer. 3. The Court Order allowed handling of nonhazardous industrial waste CNHIW) and required Greenway to submit a permit application addressing NHIW management activities. The permit application was not re-submitted within 180 days after the DEQ identified deficiencies in the original application. According to the DEQ's permit rules, Greenway must show just cause for not re-submitting that time frame. Greenway was notified on November 20 and has 10 days to show just cause. This summary updates and supplements the June 25, 1998 summary. |
